Newt Gingrich, who was, at the time, House Minority Whip, authored the "Contract With America" and engineered the Republican take-over of the House of Representatives, the first time the Republicans had a majority in 40 years. He subsequently became the first Speaker of the house in 4 decades, and presided over massive changes in government, resulting in Welfare Reform, 11 Million new jobs, and the ONLY time in our lifetime that our nation experienced a balanced budget.
